Bucks County’s District Attorney-elect Joe Khan announced his leadership team Thursday.
Khan selected veteran members of the district attorney’s office as well as private and public sector recruits.
Attorneys appointed to the 2026 District Attorney Executive Committee include: Kristin McElroy, first assistant district attorney, Brendan Flynn, chief of staff, and Elizabeth Oquendo as chief of civil enforcement.

Judges, attorneys and stakeholders across Bucks County trust and respect them because – simply put – they are the best of the best. I’m thrilled to begin a new chapter for the DA’s Office with these amazing prosecutors leading our team,” Khan said in a press release.
McElroy currently serves as the district attorney’s office chief of the special victims unit. McElroy was a past recipient of the Soroptimist Women Helping Women Award and the Rosner Award for public service, professionalism and integrity. She has served in the Bucks County District Attorney’s Office since 2012. In addition to her special victims unit leadership, McElroy serves on the office’s management committee.
Flynn is a litigator at law firm Curtin & Heefner, which has offices in Berwyn, Doylestown and Yardley; and Princeton New Jersey. In his role at Curtin & Heefner, Flynn handles public sector, labor and environmental matters. He is a volunteer mentor in the Bucks County Veteran’s Treatment Court program.

Flynn is a former Philadelphia District Attorney’s Office homicide prosecutor. He will co-chair Khan’s transition committee and guide its work as Khan takes office in January.
Oquendo is a senior deputy attorney general in the public protection division of the Pennsylvania Attorney General’s Office. In this role Oquendo protects consumers from unfair health care practices.
Oquendo is president of the Hispanic Bar Association of Pennsylvania and was recently elected to serve on the Methacton School Board in Montgomery County. She previously served as second-in-command of the Bucks County Law Department as its administrative deputy county solicitor.

Several additional staffing appointments were also announced.

Khan was elected district attorney on November 4 with 54% of the vote. He beat Republican incumbent Jennifer Schorn in an election where Democrats swept county row offices.
Khan previously served for 16 years as a prosecutor in the United States Attorney’s Office for the Eastern District of Pennsylvania and the Philadelphia District Attorney’s Office. He was a Bucks County solicitor for three years and is a partner and co-chair of the appellate section at Curtin & Heefner.
