In Pennsylvania, the state’s school funding system was recently deemed unconstitutional; its distribution mechanism discriminates against students who live in low-wealth districts. Without adequate funds, school districts increasingly must borrow millions of dollars, provoking a massive increase in debt-laden schools.
A report by federal prosecutors offered example after example of brutality and constitutional violations, many of which disproportionately impacted Black people and Latinos in this city of almost 90,000 residents.
