2026 Democratic Primary Questionnaire Responses

At the Bucks County Beacon, we believe informed voters are the bedrock of democracy. We asked every candidate in the PA-01 primary to clarify their positions on the issues that matter most to our community. Below are their unedited submissions. Most questions included a multiple choice answer, with the choices being Yes, No, or Other/Neutral, along with an explanation for the stance.

1. Healthcare

Do you support a “Medicare for All” single-payer system?

Other/Neutral
I believe in a country as wealthy as the United States everyone is entitled to equal access to healthcare and that people should not have to face astronomical health-related debt or bankruptcy because of any medical condition or procedure they may require. My concerns regarding a Medicare for All system are threefold: 1) how will the government fund it without substantially cutting other important government programs, significantly raising taxes or ballooning our country's debt; 2) how will the government insure the medical profession does not experience a diminished workforce when qualified health professionals decide they do not want to work in a governmental program; 3) how will the government insure that medical research, innovation and expertise remain high if the people in those fields feel de-incentivized to do the work, as well as how to prevent the creation of a two-tier health system where health professionals have private practices that only cater to patients willing to pay out-of-pocket, to the exclusion of the Medicare for All patients. I believe these are solvable problems, but perhaps it would be wiser to start with a segment of the population rather than the whole. Perhaps 0-5 years old (this would provide universal pre-K) or 70+.

Do you support adding a public option to the Affordable Care Act, specifically as outlined in the CHOICE Act?

Other/Neutral
We need more people receiving the healthcare they need, not less. As the father of a newly licensed Physician's Assistant (PA-C), I have an appreciation for the struggles (and opportunities) facing our healthcare professionals and the healthcare system.
While far from perfect, I support revising the ACA including adding public options, as well as regulating private health insurance carriers in terms of their premiums, coverages and approval/denial powers. I support the federal government's role as a health safety net that should not allow the people of this country to fall through it to the floor and be left without affordable healthcare. By adding a public option, it would allow the most vulnerable among us to seek and receive the healthcare they need, without limiting those who do not need the financial assistance since they would still have access to private healthcare.

2 Immigration & Federal Oversight

The Future of ICE

 

Do you support the abolishment or disbanding of U.S. Immigration and Customs Enforcement (ICE)?

No
The current version of ICE is abhorrent and cannot remain in place. However, this country must have some level of immigration and customs enforcement and an overwhelming majority of Americans agree. That being said, as I have said at Town Halls and in local democratic committee meetings, the power to write laws, revise laws and reform the laws, statutes and regulations that govern Immigration and Customs Enforcement sits with Congress. While our Congress has relinquished its powers to act as the Check and Balance against the other co-equal branches of the government (Executive and Judiciary) and seems unwilling to be the lawmakers that the Constitution empowered them to be, I intend to propose meaningful bills that have the ability to obtain 218 or more votes in the House of Representatives. The statutes and regulations that govern the action of ICE can be reformed by Congress to include the language that states how ICE "shall" and "shall not" conduct itself. For example, ICE "shall not" enter daycares, schools, places of worship, restaurants, etc. They "shall not" wear face coverings or enter homes without a judicial warrant", etc. If Congress proposes sensible solutions that an overwhelming majority of people agree with, it will pass.

Accountability Measures

 

Do you support a federal mandate for ICE agents to wear body cameras and a ban on “masking” (face coverings) during enforcement actions?

Yes
As stated earlier, as a lawmaker, I would propose revising the statutes and regulations that govern the conduct of ICE and its agents. These revisions would include, among other things, revisions that states ICE agents "shall" wear body cameras that must remain on at all times they are on duty, as well as revisions that state ICE agents "shall not" wear face coverings.

Sensitive Locations

 

Do you support the Protecting Sensitive Locations Act (H.R. 1061), which would codify a ban on ICE enforcement within 1,000 feet of schools, churches, and hospitals, regardless of current administration directives?

Yes
In keeping with my prior answers regarding Immigration and Customs Enforcement, I fully support Congress re-establishing the powers to write, revise and reform our country's laws. Congress is the lawmaking body and it must return to that important role. If it does, many of the cruel, chaotic, unjust and discriminatory acts that the current Administration are engaging in can be neutralized and undone.
With regard to H.R. 1061, I would support sensible solutions regarding some of the protected areas, as well as developing better definitions of exigent circumstances, however I agree with the intent of the proposed bill which is to codify or create a law governing ICE enforcement and taking away the idea that there is any kind of interpretation of these laws, particularly for the Executive branch of our federal government.

Qualified Immunity

 

Do you support the Qualified Immunity Abolition Act of 2026 (S. 3625) to remove the legal shield for federal, state, and local officers?

Other/Neutral
I support holding federal, state and local law enforcement officers, as well as other elected or appointed officials, accountable for their intentional, grossly negligent, reckless and criminal actions, as well as for professional misconduct. While I believe officers should be shielded from personal liability associated with their lawful actions in furtherance of appropriate, legal law enforcement, they should be subject to personal liability when their actions fall outside such standards. I do support extending this doctrine to federal, state and local officers.

The Dream Act of 2025

 

Do you support the passage of the Dream Act of 2025?

Yes
Beyond ICE enforcement and the adoption of the Dream Act of 2025, we must address immigration in a sensible way that recognizes there are people who have lived, worked, paid taxes, grown families and been model citizens, albeit without legal status. I would propose a bill that would mirror the Dream Act in many ways, but would apply to those individuals who have been in this country for 15 years or more. Provided they have complied with the various standards found in the Dream Act throughout their time in this country, they could apply for amnesty from deportation so long as they pursue and achieve legal citizenship within the prescribed amnesty period.

3. Economic Policy & Taxation

Taxation of Wealth

 

Do you support implementing a wealth tax on the top 1% of earners?

Other/Neutral
I do believe we need the federal government to collect taxes on all earners. I do not believe in penalizing any of our citizens based on their earnings. Since it is often the affluent tax payer who can afford to pay for the services that assist them in minimizing their tax liability, I do support first and foremost, closing all tax code loopholes that allow taxpayers to circumvent, negate, diminish or otherwise avoid the appropriate tax rate based on their gross income. Moreover, if needed to boost federal revenue and/or address the country's growing debt, I would support revisiting the marginalized and progressive tax system and perhaps adding upper income tax brackets, as well as adjusting it upward for earners above $1 million. In short, all earners should pay their respective fair share in taxes without exploiting the system.

Corporate Outsourcing

 

Do you support “tax-on-exit” legislation for corporations that move production to foreign countries?

Other/Neutral
I support equalized tax rates for corporations' profits whether domestic or foreign, along with the re-establishment of the international corporate tax rate that was recently exempted for many American multinational companies by Secretary Bessent. By exempting American multinational companies from the international tax rate it deprives the U.S. of tax dollars and rewards some of the country's largest, most profitable by allowing them to shop around the world for tax havens instead of paying their fair share. There are ways to incentivize corporations to keep production domestically without penalizing them for leaving. Moreover, I would propose closing the many loopholes corporations currently use to avoid paying their fair share of corporate taxes.

Tariffs

 

Do you support the use of broad-based tariffs as a primary tool of international policy?

No
Broad-based tariffs have never successfully worked. They promote inflation by passing the increased costs onto the public and they stagnate the overall economy. As we are beginning to see here, over a prolonged period of time, the tariffs, coupled with our isolationist approach can shrink the country's economy by slowing or reversing our Gross Domestic Product. In a time when the global economy is growing and moving faster than ever before, we are actually becoming a smaller world player economically.

4. Foreign Policy

International Accountability

 

Do you believe Congress should pursue formal investigations or legal action regarding alleged war crimes or extrajudicial killings involving U.S. officials?

Other/Neutral
Without any specific context to this question, it is difficult to provide a robust answer. However, to the extent that U.S. officials engage in war crimes or extrajudicial killings, e.g. bombing boats in the Caribbean, then those who gave the orders and directed those actions should be investigated, and if appropriate, charged accordingly.

Sovereignty & Oversight

 

Should Congress act to limit U.S. intervention in the sovereignty of other nations (e.g., Venezuela, Greenland, Ukraine, Israel & Gaza)?

Other/Neutral
First and foremost, Congress should act to reclaim its oversight authority over foreign policy. Over several decades, and over the last ten (10) years specifically, Congress has relinquished too much of its Constitutional authority, including in foreign policy. With regard to other countries sovereignty, Congress must reclaim this authority and demand the Executive branch seek consultation and permission before engaging in any interventions. Should the Executive branch ignore such consultation or defy a decision prohibiting such intervention, Congress needs to use all it resources including judicial intervention and budgetary rescission if necessary to stop the unauthorized actions.

5. Climate & Environment

Climate Action

 

What are your top three concrete policy proposals to address the climate crisis while ensuring economic stability for workers in Bucks County?

1) Reinstate the cancelled regulations / opinions of the EPA, particularly around emissions standards and related air pollution;
2) Reinstate the EPA's enforcement powers to fine, imprison and shutdown violators of the Clean Air Act; and
3) Reinstate many of the currently cancelled renewable energy initiatives such as wind and solar farms, as well as geothermal energy

Locally, reinstating these priorities should not be detrimental to the stability of the Bucks County economy, but rather with federal, state and local engagement, they can play a role in creating jobs.

6. Leadership & Local Priorities

Party Leadership

 

If elected, would you support Hakeem Jeffries to continue as House Democratic Leader or someone else? Please explain your reasoning in the context of representing a district like PA-01.

I would not support Hakeem Jeffries as House Democratic Leader nor any other establishment politician who has proven to be ineffective and unable to find sensible solutions. Whether young or old, experienced or new to Congress, the next Leader should be solely focused on reclaiming the many powers Congress has given away over the years and to re-establishing the system of checks and balances that have been eroded, particularly in the most recent administration.
The Leader also needs to advance legislation that will ensure that our government returns to a system of the Rule of Law that holds all people accountable, including its elected officials. Once the foundation of our Democracy is fortified, the Leader should focus on advancing legislation that benefits all our country's people, as well as our country itself through comprehensive infrastructure improvements in all sectors.

Local Priority

 

Outside of national headlines, what is the single most important local issue facing Bucks County residents today, and how do you plan to address it?

Affordability. As a member of the United Way of Bucks County Board of Directors, I have seen the importance and necessity of the Bristol HELP Center that provides clothing, food, and other household goods to the citizens of Bucks County. The need has continually grown. Approximately, 1 in 4 Bucks County residents are classified as Asset Limited, Income-Constrained, Employed (ALICE). These are hardworking people doing everything they can to survive, but still need some assistance. They are not abusing the system or engaging in in fraud. I would propose an increase to the Federal minimum wage which is currently $7.25 per hour and has been the same for 17 years. By doing so, it would require Pennsylvania to increase its minimum wage to at least whatever the new Federal minimum wage would be because currently Pennsylvania's minimum wage is also $7.25 per hour. Additionally, the federal financial assistance should be adjusted to allow for cost of living based on geographic locations so that folks living in a more expensive area, such as Bucks County, can receive assistance that will actually allow them to live in the area
